One motorist has amassed a bill for €155,000 for using the M50.
The driver used the road more than 1,000 times last year, but has not yet settled the bill.
Figures for 2014 show almost €100m was collected from 43 million journeys on the route.
Hundreds of drivers do not pay the toll every year, costing the state €5m.
A large percentage of the non-payers are from other countries, 95% of them from the UK.
